If you are unsure whether you are at the right picture/puzzle level or you are playing a picture in the right mode to win a particular collection item, you can check to see if it is available to win before you begin the game.
Other items can only be won when playing a picture in a certain picture mode. Some items can only be won when you have advanced the picture or puzzle's level to a certain point, and will not be available to win there until you reach that level of progress for the picture/puzzle. You win collection items for each successful picture investigation or puzzle game you complete. Most, but not all, items needed to make collections can be won through normal game play.
